Wearing a sleeveless top in Chefchaouen isn’t rude, but covering your shoulders will draw noticeably less attention, since Chefchaouen is a small, fairly traditional Rif mountain town rather than a beach resort. You won’t offend anyone or be refused entry anywhere, but bare shoulders stand out more here than in Marrakech or Essaouira.

A light layer you can slip on — a linen shirt, a shawl or a kimono over a vest — gives you flexibility for the cooler mountain evenings and for quieter residential lanes away from the photogenic blue streets. It’s the easiest way to stay comfortable and low-key.

The town is very used to photographers and day-trippers, so you’ll see all styles of dress. Covering knees and shoulders is simply the courteous default in smaller Moroccan towns, not a strict requirement.
