Yes, petit taxis in Agadir are metered and drivers are generally expected to use the meter, so ask for it to be switched on ("compteur, s’il vous plaît") at the start of the ride. Agadir is a modern resort city and meter use is more consistent here than in some medina cities.
If a driver refuses the meter or quotes a flat "tourist" price, agree a fair fare before setting off or simply wait for another taxi. Short hops around town cost only a handful of dirhams, and there’s a small legitimate surcharge at night.
